The name of the game is defame. Over 80% of requests by the government to remove YouTube videos are claims that the officials are being defamed somehow.
Google is pretty much saying they won't unless the feds can provide proof via local court ruling that the video is indeed defamation.
I actually rather like Google's transparency, and their making available the requests they have received from the government (the lion share of which they approve).
